It depends. If you do ice climbing in the tourist parks or nature reserves in Sichuan in places such as Shuangqiao Valley then you will need a permit before you do ice climbing in there. If you go climb ice by anywhere there is no tourist park, nature reserve then you may just go and climb by yourself and no need a permit.

The place to get a ice climbing permit for Shuangqiao of Siguniang is at the Siguniang Outdoor Office by the base of Siguniang mountains in Siguniang Town (formerly known as Rilong). The working hour is from 9am to 4pm each day. Normally this applying of permit is done via a company or guide. You will need to bring your passport, your travel plan to apply for a permit. Note if you go do this by yourself it is going to take a long time and you may get rejected because you’ll need to be with a company to do this. The workers by the office don’t speak English. It depends on where you go. Some places are free to go and explore and climb ice and some places are shut off in winter due to environment issues or seasonal shut down due to fire restrictions. You are recommended to do your search first before going climbing at places you haven’t been to and have not sufficient information to avoid wasting time.
